Looking For Info On Walking Stick With Arthur Primmer Signature

Hello! I'm new to your forum. I run a vintage store in California and have a small amount of Scouting memorabilia here. I recently purchased a walking stick just because I thought it was cool. It had a signature on it which reads "Arthur Primmer." I didn't think much about it, assumed he was a random guy who carved the stick, but when I set out to research it I discovered her was one of the boys in Baden-Powell's first group. I found an example of his signature and, sure enough, this seems to be the same Arthur Primmer. 

 

I am trying to figure out at this point if this is just a random walking stick that he signed, or if he actually carved it. It is very well done, with a skull, a snake, and a portrait of a man with glasses carved into it.  If anyone can tell me anything about this item I would sure appreciate it. I like to know as much as I can about the items in my shop, so I'm hoping someone's got some information for me. Thanks in advance!

I found some articles in old Boys' Life magazines that state Arthur attended National Jamborees and, with "Green Bar" Bill Hillcourt, would man autograph booths and provide autographs.  It's possible that this is his autograph, but not necessarily made by him.  Interesting item!
