Apology, Re-Introduction, and Question

Hi all, it's me again. I just got a chance to read the digest and
discovered, to my horror, that my long post about Troop 381 was actually
posted twice. For that I am eternally sorry. That's what I get for not
spell-checking. I have received many responses to my post, and I want to
thank everyone for their encouraging words. Many of you have been nice
enough to send me some suggestions on how to get things going a little
faster in the troop's organization. I wondered about this, and then I
remembered that it's been about a year and a half since I subscribed to
this list. I don't get a chance to post very often, so most of you don't
know much about me.
To re-introduce myself: My name is Anthony J. Mako, aka Stony, aka Shark,
aka AJ, aka just plain Tony. I have been a registered member of the BSA
since I was 7 and a half years old (let's just say the Beatles were about
to break up when I joined Cub Scouts and leave it at that). I earned my
Eagle in 1981 as a member of Troop 1 in Great Trail Council. On my
eighteenth birthday I became an ASM in Troop 1. A year and a half later I
dual registered as an ASM in Troop 38 (now defunct). On my 21st birthday I
became Scoutmaster of Troop 38 which later became Troop 86 (also defunct).
I was Scoutmaster of Troop 38/86 for five years before going off to serve
my country in the Navy. I remained registered (and as active as possible)
as a district member-at-large in Old Portage District until 1994 when I
transferred my membership to Troop 59 in Mt. Baker Council, Washington. I
left the Navy in 1996 and returned to the Old Portage District staff until
February of this year. I took Basic Adult Leader Training in 1982 and
through most of the 1980's I was on several Adult Leader training staffs as
well as Roundtable staff. Most recently I successfully completed the
Woodbadge course in September.
All of that may sound like I don't need any advice or suggestions, but I
appreciate all the help I can get. It's been a long time since I rebuilt a
troop, and this time I'm keeping my fingers crossed that it works out a lot
better.
Now the question: At least one person suggested that I had broken several
Safe Scouting rules on the campout I described. I believe we followed the
rules the best we could given the circumstances. What I'd like to know is,
based on the information in the post, does anyone else see where I may have
done something wrong? If so, how would you have handled the situation? It
looks like this will be a good discussion for Roundtable in January.
