How did they make it to Bear? Was that their first year in Scouting? If
not, How did they earn BobCat and learn the Cub Scout Promise and this
issue not come up earlier? "I promise to do my best, to do my duty, to
God and my Country, to Help other people and to Obey the Law of the Pack"
????
